Overview
ACCOUNTABILITY DOES NOT PAUSE WHEN THE NETWORK DOES.
Personnel accountability is continuous. It does not wait for the next report, the next network window, or the next staff call. On stable networks, existing tools keep pace.
The field is not a stable network. Units move. Storms take down towers. Vessels go over the horizon. Mines and tunnels have no connectivity by physics rather than by circumstance. When that happens, accountability falls back to radio, paper, and manual updates, and the data goes stale within minutes.
The cost lands on the person who has to decide. Commanders make force posture, medevac, and missing personnel calls from information nobody fully trusts. Emergency managers run an evacuation against a roster that was accurate an hour ago.
Q Guide was built for defense field operations, where the accountability problem is hardest and the consequences are highest. The problem is not a defense problem. One codebase deploys at IL5 for defense missions and at IL2 for civilian, emergency response, and continuity operations, with no re-architecture between them.
Where Q Guide runs
Defense and national security
Force posture and readiness from a real-time personnel data layer, so commanders decide on current data rather than yesterday’s snapshot. Movement and checkpoint accountability against one locked roster across multiple sites, with discrepancies flagged instantly. Casualty and DUSTWUN workflow initiated from a phone in the field, with two-step confirmation for terminal statuses and a 48-hour escalation timer. Multi-organization rosters covering interpreters, relief representatives, media observers, and allied personnel. Personnel, movement, strength, and casualty data published as structured entities for NGC2 and Edge Data Mesh consumption.
Federal civilian, emergency response, and continuity
Responder tracking across staging areas, forward bases, and incident sites, with temporary credentials issued when IDs are lost in the event. Mine emergency response, underground and at the rescue command post. Student and staff accountability during evacuation or shelter-in-place. Post-event employee accountability and Emergency Relocation Group tracking under FCD-1. Custody and processing chains, where frozen rosters and immutable audit trails map directly to chain-of-custody requirements. Maritime operations, from high-bandwidth command centers to vessels at sea with no connectivity. Public health emergency deployments, with the casualty workflow adapted to medical incident tracking.
AI at the tactical edge
AI THAT WORKS WHEN THE NETWORK DOES NOT.
Q Guide is an accountability system first. AI makes that data faster to use. Operators ask plain-language questions about roster gaps, manifest status, or unit strength and get answers grounded in signed accountability records. When the link drops, the same assistant keeps working on the device, under the same access controls and audit trail as the rest of the platform.

7
on-device AI tools that work fully air-gapped
$0
marginal cost of an on-device query. No tokens, no egress.
Classification decides where AI runs
Every request is checked against military-specific patterns such as EDIPI, grid references, and mission IDs, then sent to in-boundary, sovereign GovCloud, or commercial inference based on sensitivity. Sensitive fields are tokenized before they leave the boundary and restored in the answer.
Keeps working when the link drops
A quantized model runs in the browser against encrypted local data. As connectivity degrades, the assistant preloads the local model and hands off from server to device inside the same conversation.
No path around access control
Every AI tool inherits the same role-based access, command and unit scoping, and audit logging as the rest of Q Guide. An AI answer never shows a user data they could not already see.
Accountability data as a service
The governed tool set is published through a standard agent interface, so authorized agents and systems on the Edge Data Mesh can query accountability data without point-to-point feeds.
Business Benefits

Runs through the blackout
Five connectivity modes, from full connectivity through weeks of denial. Field operators run accountability checks, build manifests, scan credentials, and report incidents with zero network access.
Identity without infrastructure
Verifiable credentials with HMAC-SHA256 signing in QR, PDF417, Code128, and NFC formats when normal identification is lost, damaged, or was never issued.
Governed AI spend
Per-user caps are enforced before each AI call, routing moves away from providers nearing their budget ceiling, and on-device answers cost nothing per query. AI spend stays predictable.
Auditable by construction
Every connected and disconnected operation generates an immutable, signed audit record supporting continuous monitoring and a cATO posture.
One codebase, two impact levels
IL5 for defense missions, IL2 for civilian and continuity operations, with no re-architecture between them.
Operated, not handed over
DMI stands Q Guide up and runs it. Deployment, sustainment, and integration delivered by the team that already runs mission systems for federal customers, backed by a 24×7 service desk.
Integrations
Identity federation
OIDC, LDAP, SAML 2.0, JWT. Integrates with the identity infrastructure an agency already runs.
Enterprise data layer
NGC2 data layer and Edge Data Mesh. Structured personnel, movement, strength, and casualty entities.
Credential formats
CAC, QR, PDF417, Code128, NFC. One-time claim tokens distribute credentials without pre-existing authentication.
Deployment targets
Cloud-native on AWS, traditional on-premises, and fully air-gapped, from the same codebase.
AI interfaces
Eight commercial, sovereign GovCloud, and in-boundary AI providers behind one interface, with health-checked failover. Governed tools published to authorized agents over a standard agent protocol with OAuth 2.1.
